Liu Chien-Chih, CEO

Mr. Liu has been involved in international trade and project management for the past 15 years. Prior to joining the Registrant, he was Vice President for the Tianya Group. Mr. Liu obtained his BS in Chemical Engineering from the University of California Berkeley.

Peter H. Scholl, Engineer

Licensed precision machinist and mechanical engineer educated in Biel, Switzerland. In his early years of compulsory military service he was a rotary and light fixed wing aircraft mechanic. From there, Peter has held solid positions of increased responsibility in technical, supervisory and management areas in a variety of complex fields in Canada and the US including:

  • Designer of oil field equipment
  • Manager of Fabrication for Oil Patch Equipment
  • Manager of Engineering Department for Alberta Caterpillar Dealer where he was responsible for the design, fabrication and testing of customized heavy equipment.
  • Implementation of plans for assembly of cutting edge technology water purification systems for residents in Tucson, Arizona with POL
  • Industrial consultant in Zurich, Switzerland with Travis AG in industrial facility management

More recently he has specialized in and enjoyed significant success in establishing investment syndications, partnerships and joint ventures for the acquisition, development and sale of real estate both in Texas and in British Columbia.

  • Instrumental in developing a concept for one of the largest 3 Tower residential developments in the Okanagan Valley
  • Organized joint venture for the $70 million “100 lakeshore” project and organized initiation of the project

He has managed complex projects in Engineering, Real Estate Development and marketing for over 30 years.

Peter is also fully conversant with budget development, cost estimates for prototype designs and fabrication and is very comfortable and experienced negotiating with elected officials, senior corporate management, lawyers and municipal and state agencies.

Currently he is fully committed to the Oscillating Piston Engine and is working full time on the further development and release of the engine for manufacture.

Wilfred L. Chipman, Chief Scientist

Electrical engineer, educated at University of British Columbia in Vancouver, Canada. Wilf has extensive experience in Product Development, Electrical and Electronic Engineering and Manufacturing Management including:

  • Designed and manufactured first commercial colour video games in Canada
  • Designed micro-processor based programmable recording console for professional use
  • Established a manufacturing facility for micro-processors for export to the USSR and Eastern Europe
  • Worked with Federal Depart of Communications and Communications Research Center in Ottawa to design and develop a Digital Data Transmission system for use with H.F. SSB Radios; This system is now in operation in all Canadian Embassies
  • Participated in the conceptual and prototype design of Laser Tooling Center: a new product under development

In addition he successfully conducted corporate negotiations with Soviet organizations to establish a Soviet/Canadian computer manufacturing joint venture within the USSR and supervised the design and installation of very large Local and Wide Area Networks for industrial users within the Soviet Union.

Wilf is also experienced and comfortable with all areas of Project Management. His experience includes:

  • Completed all aspects of bid preparation and project management for various Automatic Vehicular Location Systems including some military contracts
  • Completed successful bid preparation and provided pre-contract technical support for $8 million automatic bus dispatch system for City of Baltimore
  • Prepared bid, negotiated and managed the project for the installation of a $14 million automatic location dispatch system for the City of Toronto
  • Responsible for technical and corporate management at the project level, for $10 million research program

His additional experience in managing at a senior level has provided him with a solid foundation in negotiating multi-million dollar contracts, developing and implementing management strategies and reviews, establishing policies and procedures, etc.
